RIA Funding for Planning or Capital Projects in South Carolina

Provides grants for constructing and improving infrastructure facilities for eligible applicants statewide.

  • Basic Infrastructure, This program is designed to assist communities in bringing systems into compliance with environmental quality standards, protecting public health from environmental concerns or improving the capacity and viability of existing infrastructure.
  • Economic Infrastructure, This program is designed to help build local infrastructure capacity to support economic development activities that will lead to the creation or retention of jobs and boost opportunities for economic impact within communities.
  • Infrastructure Planning, This program is designed to help build local infrastructure capacity to support economic development activities that will lead to the creation or retention of jobs and boost opportunities for economic impact within communities.

Eligibility

Basic & Economic Infrastructure Grant: Assistance is available for a variety of water, wastewater and stormwater drainage construction activities. While RIA often prioritizes upgrades and improvements of existing infrastructure, extensions of lines and new construction activities are also eligible.

Infrastructure Planning Grant: Funds may be used for engineering, financial and other consultant costs associated with the preparation of studies and system assessments. Studies should assess technical, operational and/or financial conditions and evaluate the alternative courses of action in order to provide recommendations that will lead to greater long-term viability or regional solutions.

Eligible Applicants

  • Local governments
  • Special purpose and public service districts
  • Public works commissions for planning, constructing, and improving infrastructure facilities statewide
  • Public utilities with a service population of 10,000 or less
  • Municipalities with a population of 10,000 or less
  • Utilities located in Tier III and IV counties regardless of service population, if addressing water quality regulatory violations
  • Larger public utilities or local governments applying on behalf of or in partnership with another eligible applicant

Funding Limits

  • Basic Infrastructure – Up to $1,500,000 request
  • Economic Infrastructure – Up to $1,500,000 request
  • Infrastructure Planning — Up to $250,000 based on the scope of work proposed

South Carolina Relentless Challenge Grant Program

The Relentless Challenge grant (RC) is a statewide competitive grant program that plans to award approximately $750,000 for the 2025 funding cycle. The RC grant funds projects focused on fostering a sustainable innovation ecosystem with a specific emphasis on high growth/high impact entrepreneurship, access to capital, and university-industry collaboration centered on commercialization and transferring knowledge to the marketplace.

Eligibility

Qualifying applicants include:

  • Non-profit organizations, including Chambers of Commerce
    • Organizations must be registered state and federal non-profit at time of application
  • State, county, or municipal entities or units of local government
  • Higher education institutions

Funding Limits

A 1:1 match is required for all funding requests. The purpose of requiring a match for the RC grant is to ensure that local support for the program is established.
