ELECTRICAL ENGINEER – REQUEST FOR QUALIFICATIONS
TOM GREEN COUNTY FRESH WATER SUPPLY DISTRICT #2
WATER SYSTEM IMPROVEMENTS PROJECT
MRB Group requests the submission of statements of qualifications (SOQ) which will lead to the possible award of a subcontract to provide electrical engineering services for a project involving improvements to the water supply system of Tom Green County Fresh Water Supply District #2 (District) in Christoval, Texas.
Scope of Work
The improvements include the rehabilitation of three water wells and their electrical systems, and the installation of an emergency generator at the District’s water treatment facilities. The services to be obtained for the subcontracted electrical engineer require the preparation of design drawings and specifications, in coordination with civil design.
Guidelines for Content of Qualification Statements
If your firm is interested is assisting with electrical engineering, please provide a Statement of Qualifications (SOQ). DO NOT INCLUDE COST INFORMATION with the qualification statement. Responses that include cost or pricing information will be rejected and will not be considered.
Three copies of the qualifications statement must be filed with the MRB Group by 4:00 PM, Thursday, September 30, 2021.
Minimum Qualifications and Selection Criteria
MRB Group and the District will evaluate the proposals to determine which firm has the best qualifications. The relative weight of each criterion to be used by MRB Group and the District in evaluating SOQs will be as follows:
- Experience in the San Angelo area
- Relevant project experience
- Qualifications of the project team
- Familiarity with the area and project
Contract Terms and Negotiation Schedule
The subcontracted electrical engineer is expected to negotiate an agreement for services that is acceptable to MRB Group and the District. If an acceptable contract cannot be negotiated, MRB Group may formally end negotiations and begin negotiating with the next highest qualified person or firm. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this RFQ or any resulting contract. RFQ’s are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act).
The SOQ submission must be received electronically no later than 4:00 PM on Thursday, September 30, 2021 at the office of MRB Group: email@example.com. Submissions received after the deadline will not be considered.
