Seneca County is seeking proposals from real estate developers interested in an exciting opportunity to redevelop the Willard DTC, a 550-acre waterfront property that is abundant with natural beauty, history, and spectacular views, including almost 1 mile of shoreline on Seneca Lake. The Site is positioned for a variety of reuses, including residential, mixed-use, hospitality, commercial, industrial, recreation, and more.

Background/Purpose

Recognizing the potential for the Site’s revitalization and the shared desire to see it put to productive use, the County has been proactively working on the property’s sale and repurposing. As evidence of its commitment, the County has allocated $750,000 of its own funding, dedicated to the pre-development work necessary for the Site’s redevelopment.

The primary purpose of this Request for Proposals is to identify a Preferred Master Developer to facilitate the redevelopment of the entire Site, as well as Potential Development Partners that have a specific interest in only a portion of the Site. The County intends to enter into a public-private partnership agreement with the Preferred Master Developer to assist in advancing the Site’s redevelopment.
