ARPA – What To Know?
The American Rescue Plan Act (ARPA) provided a unique opportunity for municipalities to reinvest in infrastructure and operations and to reinforce your community against future economic challenges. Funds were distributed in 2021, with a five-year window for expenditures.
Two critical deadlines are looming for ARPA funds:
- All funds must be OBLIGATED by December 31, 2024. The federal government has clarified that to clear the “obligated” threshold, a community must have placed an order for goods or services, and/or be under contract for goods or services. A simple budget resolution or other local act is not sufficient.
- All funds must be EXPENDED by December 31, 2026.
The federal government advises that any funds not obligated or expended by the program deadline will be subject to recapture. The Treasury Department will issue an invoice for any unobligated or unexpended funds.
