Waterloo Preliminary Engineering Report/Joint I&I Study
Prior to 2007, the Village and Town of Waterloo’s WWTP experienced significant I&I and numerous violations for flow. As Village Engineers for the Village and Town of Waterloo, MRB Group has performed numerous studies of the sanitary sewer and wastewater treatment infrastructure that include:
- 2007-2010: A system-wide smoke testing study was performed with the assistance of Village personnel and idenified issues addessed in subsequent Phase I & II activities.
- 2011-2013: Phase I Collection System Improvements- In 2013, approximately 25,000 linear feet of sewer piping of varying diameters were lined using the cured-in-place pipe (CIPP) method. Upon the completion of Phase I repairs, the WWTP flow rate trended downward.
- 2014: WWTP Improvements were implemented to upgrade capacity to 1.3 MGD
- 2014-2015: Phase II Collection System Improvements- an additional 11,000 linear feet of sewer was lined and/or replaced.
- 2016-2022: Phase III Collection System Investigations expanded to include both Village and Town (Sewer District #2) infrastructure. Investigations again utilized flow monitoring (“flow poke”) in select areas to assess improvements made during Phases I and II and to identify/prioritize additional areas in need of further investigation. Miscellaneous smoke and dye testing were also performed in several areas to locate inflow sources to the sanitary sewer collection system (such as storm sewer cross-connections). Phase III activities, unlike the prior two phases, included a system-wide manhole survey to identify I&I issues associated with the Village’s approximately 375 manholes and to prioritize them for repair and/or replacement.
A Preliminary Engineering Report was prepared in 2022 to document the implemented and further proposed improvements to the sanitary sewer system tributary to the Village of Waterloo WWTP and support future funding applications to the Clean Water State Revolving Fund (CWSRF) program that is administered by the New York State Environmental Facilities Corporation (NYSEFC). A grant has been awarded to Waterloo in the amount of $1,180,000.
