Provides grants for constructing and improving infrastructure facilities for eligible applicants statewide.

  • Basic Infrastructure, addressing health and environmental quality standards
  • Economic Infrastructure, helping build capacity for economic development or support job creation.
  • Regional Feasibility Planning, supporting systems in planning for long-term viability through regional solutions

Eligibility

Basic & Economic Infrastructure Grant: Assistance is available for a variety of water, wastewater and stormwater drainage construction activities. While RIA often prioritizes upgrades and improvements of existing infrastructure, extensions of lines and new construction activities are also eligible.

Infrastructure Planning Grant: Funds may be used for engineering, financial and other consultant costs associated with the preparation of studies and system assessments. Studies should assess technical, operational and/or financial conditions and evaluate the alternative courses of action in order to provide recommendations that will lead to greater long-term viability or regional solutions.

Eligible Applicants

  • Local governments
  • Special purpose and public service districts
  • Public works commissions for planning, constructing, and improving infrastructure facilities statewide

Funding Limits

  • Basic Infrastructure – Up to $1,000,000 request
  • Economic Infrastructure – Up to $1,000,000 request
  • Infrastructure Planning — Up to $250,000 based on the scope of work proposed

 


The South Carolina Community Development Block Grant Program provides grants to eligible local governments that do not directly receive CDBG funding from the U.S. Department of Housing and Urban Development. The state program is administered by the South Carolina Department of Commerce, Division of Grants Administration.

Eligibility

Community Enrichment — Funds public facilities, services, and other activities that strengthen existing communities and support a high quality of life within the following state priority areas:

  • Economic competitiveness, resiliency, and narrowing the digital divide
  • Education and workforce development
  • Safe and healthy communities

Local Priorities

  • First Priority — Projects that impact economic development or increase economic competitiveness.
  • Second Priority — Projects that address public health and safety, quality of life, or improve the long-term sustainability of the community.
  • Third Priority — Projects that address resiliency or help narrow the digital divide

Eligible Applicants

Under Title I, all units of general local government are eligible to apply for CDBG financial assistance, with the exception of the eleven large cities and seven urban counties in South Carolina that participate in the CDBG Entitlement program and receive CDBG funds directly from HUD. View ineligible cities and counties.

Funding Limits

  • Community Enrichment: Up to $750,000 request
  • Local Priorities: Up to $300,000 request

 


The Transportation Alternatives Program allows local governments and other eligible entities to apply for grants for a variety of non-motorized transportation projects.

Eligibility

Includes planning, design and construction of:

  • On-road and off-road trail facilities for transportation purposes for pedestrians, bicyclists, and other non-motorized forms of transportation
  • Projects that will provide safe routes for non-drivers, including children, older adults, and individuals with disabilities to access daily needs
  • Safe Routes to Schools Infrastructure (23 U.S.C. 208)
  • Projects that meet SCDOT’s Complete Streets Departmental Directive

Eligible Applicants

  • The 6 Transportation Management Areas in SC [a Metropolitan Planning Organization (MPO) with a population of 200,000 or greater]
  • Entities defined as Non-Transportation Management Areas [populations under 200,000]

Funding Limits

The minimum grant request is $400,000 (minimum total project cost of $500,000). The maximum grant request may not exceed the funds available in each population category for that TAP round.
