01. Location

Florence County is strategically located at the intersection of I-20 and I-95, the major north/south thoroughfare on the east coast. The City of Florence attracts travelers from the nation’s busy eastern corridor. Its strategic location, coupled with recently expanded air service offered by its regional airport, allows Florence to maintain its role as a transportation hub for the Southeast.

02. History

Originally established as a transportation hub in the mid-1800s, Florence’s proximity to railways, ports, and airports, combined with South Carolina’s warm summers and mild winters draw people and businesses here.

03. Education

Florence County is home to five K-12 school districts and offers numerous opportunities for higher education.

County Administrator

Serves as the chief administrative officer of the Florence County Government executing the policies, directives and legislative actions of the elected nine-member Florence County Council. Plans, directs and coordinates the activities of the County in order to insure the proper provision of County services to the residents and property owners. Supervises all Department Directors and reviews the work of subordinates for completeness and accuracy. Works with County Staff and Elected Officials to develop, implement and direct short and long-range plans to maintain and improve the delivery of services in the County. Reports to the County Council.

Tim Carpenter, P.E. delivers more than 35 years of experience as an engineer and project manager in a number of capacities across military, construction, facilities management, environmental, and manufacturing industries. Proven leader in the design, construction administration, and operations of water and wastewater treatment plants, anaerobic digestion facilities, design and permitting of chemical systems, petroleum system and stormwater management systems, preparation and ongoing management of air emissions permits.

Business Development Director

As Former Mayor of the Village of Seneca Falls, and Past-President of New York Conference of Mayors (NYCOM), Diana Smith has years of direct experience in state and local government, municipal strategic planning, budgeting, service delivery, and operations. Her focus on municipal efficiency resulted in the creation of Strategic Municipal Initiatives, an award-winning project that led to the development of SmarterLocalGov, the Municipal Services Division of MRB Group.

His focus includes evaluation of wastewater operations, system design, construction-phase services, and troubleshooting process challenges in water and wastewater treatment facilities and system components.
